it is because, it was stated that two pure are combined into one, which means the two reactants are the pure substances that cannot be broken down into simpler substances.  Also, it has a fixed melting point and boiling point. To form a new substance C, A and B must be chemically combined and  a pure substance with different properties from its constituent elements are formed(compound). 
option b, is wrong as, a pure substance is either element or compound, however a compound cannot combine with another compound to form a second compound hence it is wrong.
option c. is out as A and B are the reactants not the products.
option d, is also out as mentioned in option b.
